We can check the profile to check whether audit is enabled at application level:
System Profile Option AuditTrail:Activate if its Yes then audit is enabled
Check below which tables enabled for audit
System Administrator, select Security -> AuditTrail -> Tables.
Query the table name.
Check the AUDIT_TRAIL init.ora parameter to know whether audit is enabled at db level with below tabled values
DB or TRUE

Do you mean EBS AuditTrail or database level auditing?

I want both DB & EBS actually , Is there table query? Is very hard to check all users profile one-by-one?
System Profile Option AuditTrail:Activate need to check site level , it's not for individual user.
in sql level you just check
sql>show parameter audit_trail;
It wil display the value as i listed above table based on result you can check the audit enable or not
