APEX Theme Roller shows up in one application but not the other application

I installed Universal Theme (packaged application) after both applications were already developed. I have set both the applications default themes to Universal Theme. I am the admin for both applications and the workspace.

When I open application #1, I see the theme roller/developer bar at the bottom of the page and I am able to use it. When I open application #2, I do not see the theme roller/developer bar anywhere on the page.

I checked the developer options on my browser and refreshed application #2 to see if there were any JavaScript errors and there were none. My APEX version is 5.1.2.00.09 and my browser is Google Chrome Version 60.0.3112.113

What steps can I take to configure the theme roller to show up for all applications?

Did you also change themes so that the Universal Theme is the current theme?  Installing it simply adds it to your application - it does not activate it.
