    message in concurrent manager log after shutdown

      Hi,

      On R12.1.3, DB 11.2.0.4 on Oracle Linux

       

      We stopped applications at 6:45 PM and DB at 6:47PM

       

      We restart DB at 8:15PM and applications at 8:16PM.

       

      But in concurrent manager log (.../inst/apps/xxx/logs/appl/conc/log/MYDBDB_1001.mgr) there are records at 7:59PM or arround that time:

       

      Check that your system has enough resources to start a concurrent manager process. Contact your : 02-OCT-2017 19:59:08

      CONC-SM TNS FAIL

      Routine AFPEIM encountered an error while starting concurrent manager STANDARD with library /xxx/xxxx/apps/apps_st/appl/fnd/12.0.0/bin/FNDLIBR.
