Is the issue specific to apps or happening for other database users as well.
Check whether enough space there for archive log location
Also check database alert log file to see more details
What is results checking following,
1. sqlplus /nolog

Please check the output of
cat /etc/hosts for the hostname if there is changes
Is the ping (not tnsping) to the hostname is resolves
Was the permissions correct for network configuration files (listener.ora , tnsnames, sqlnet)
Is the service name in the tnsnames.ora is correct
Its was running for two days now, and it just happen suddenly
There is no changes in /etc/hosts
I can ping the hostname and IP same
There is no issue with space.

Was this incident after a database bounce ?
Not sure whether the database init parameters any changes happened , especially for parameter service_name , local_listener , remote listener/
Is the ifile reference in network configuration files (listener.ora , tnsnames, sqlnet)
May be you could provide listener.ora , tnsnames, sqlnet.ora files if you could not find any details
This just happen in the middle of users being busy at 2:30pm. Suddenly the EBS apps hangs.
I can not even stop it because it can not connect to the database.
So my option was to reboot.

But this apps has been running for long time.
you were able to ping the DB server that time. Please check out with Network admin that there were any network issue (slowness).

This is Oracle Cloud VM, I do not know if they have maintenance going on the host server , e.g DNS, network, etc
But sometimes our apps just hang up. and then it get okay after hours I raise the SR.
I suspect there has been issue in the host level?
What part in the host level should I ask the support to check into?
