What is your question? as the service is managed by Oracle and if you have problems with performance an SR should be raised.
It might be worth restarting the service using epmautomate first as this can clear issues.
Though if it makes no difference then SR time, well if it is not client side issues.
I did restart of the service through epm automate several times.
I first thought internet connection was the cause but that too is very fast. Hence wanted some more suggestion or check to be run before i can raise an SR for this.
