Which I assume means you used the Save State option on the final Import Wizard page to create your config.xml to feed to sdcli.
Did you also select a specific Worksheet to import in the Import Wizard?

Yes, I used Save State option and i selected a specific Worksheet. In Xml file there are information about: page ID equals number of my worksheet and worksheet name.
It looks like sdcli and the use of a config.xml for cart became available as of 4.0.x, but utility (Import Task) came in with 4.1.x, as did the Restore State / Save State. Not sure if sdcli's failure to import by specific PAGEID / WORKSHEET_NAME is merely due to some oversight in not hooking up the newer code (one might even expect the code to be shared automatically) or if the code is there but some bug is getting in the way.
Best to log a SR with MOS. SQL Developer does not export to a specific worksheet name, so any .xls or .xlsx file with multiple worksheets comes from an external source, which may not be a common use case.
