You need to set the AllowConcurrentUpdate as true in content server configuration to allow the new document release when fast rebuild is in progress.

Is it possible to pump documents from batch loader to WCC while fast rebuild still running?
Yes , you can but would advise to have a separate period for batch loading content items so that indexing (if running) is not affected by the incoming content volume.

I can't wait until the fast rebuild finish to load the document since it is business process. May I know other than performance will drop, what other impact that might be happen? I try to avoid any serious issue from occur.
Can you let us know the use case for performing fast rebuild during business hours in production. If you want to perform the content upload when the indexer is busy then you have to compromise on performance. Apart from this you shouldn't encounter any other serious problem. I would suggest you to execute this in the lower environment UAT/Test to see how content server performs.
The recommendation would be not perform any bulk document upload during index rebuild.
Apart from the indexer to be taking a little longer than expected for new content items , I don't see any other issues in batchloading items during Fast rebuild .
