I can try to point you to documentation that may help clarifying some of your questions, if not all of them:
1 - You get 20gb of storage for your DevCS for free - this spans Git, Wiki, Issues, Maven etc.
You can buy additional storage as needed.
2 - DevCS supports Git as the repository. You can use the built in git repository or you can point to an external git repository (such as GitHub).
You can use any git client to interact with the repository.
3 - Your project is private - and you can define which users get access to your git repository. Furthermore you can manage fine control over specific branches of your code including locking them.

3. Can we implement Authentication with Okta, To make sure multifactor authentication (MFA)?
DevCS only supports Git type of code repositories, so you probably can't use TFVC.
Authentication to DevCS is done through the Oracle cloud central security system.
Right now this is using the identity features available to "Traditional Cloud Account" see the security section here:
In an upcoming version it will switch to using IDCS for security which supports MFA
