Why is Java 9 not on Java.com?

If Java.com is the formal site for end users to obtain the latest JRE, why does the site only offer Java 8 r161? Java 9 was released almost six months ago, is it not considered ready for distribution, or is it not for general use? Or am I misunderstanding and Java 9 is not in formal release status yet?
