DQM Synchronization with STAGE ALL DATA should help
If it is not helping then we need to check if certain thing like ,if the party has account or not.
Sometime due to missing or wrong data in hz_party_usg_assignments can also cause this problem.
You can check
select * from hz_party_usg_assignments
where party_id = &party_id_of_customer
If status <> A or effective end date in populated, then only you will get this problem.
