Yes. I've went through that blog well before raising the question on this forum.
Steven chan describes about the new features of 12c. (given below)
- Advanced Compression
- Advanced Networking Option (ANO)
- Database In-Memory Option
- Database Partitioning
- Native PL/SQL compilation
- Oracle Label Security (OLS)
- Real Application Clusters (RAC)
- Real Application Testing
- Transparent Data Encryption (TDE) Column Encryption
- Virtual Private Database (VPD)
I do not think all of these 12c features can be used by EBS Applications to get the benefit of upgrading to 12c.
Few features (example: Real Application testing, Advanced compression, TDE ) can be configured and utilized by DBA for some benefits. But in an EBS applications environment, there wont be any benefit by configuring "in-Memory Option" , partitioning, OLS, SecureFiles, VPD, as these features are un-aware to EBS. I mean, there are no options to use/configure these features in EBS R12.13, to get the advantages of 12c.
Will EBS 12.1.3 can be configured to use all of / any of these features ?
if the answer is yes, Will EBS 12.1.3 get any performance / operational / manageability improvements by using these features?

Most of the features are supported. For EBS below will be pretty much useful but some need additional licensing.
- Advanced Compression (For e.g. you can use securefile to compress FND_LOBS)
- DB In-memory
12c Upgrade is not only about new features. It is also about overall performance, staying upto date with oracle support and certifications etc.
Remaining features you mentioned are based on your need. RAC, , Partioning, VPD are all purely dependent on your requirement.
