Running a OWB mapping from another user, who is not registered in OWB

I need some information, with respect to running Oracle Warehouse Builder (OWB) mappings through sql developer.

I have a user, say X which is trying to run an OWB mapping package placed under a different user, say Y. User X is not registered with OWB and nor does it location exists. When X tries to run the OWB mapping in the database, below error is displayed:
ORA-20009: User X does not have access to the workspace with name:# and owner:#. X must be registered to access the workspace by the administrator or owner of the workspace.

How could we run the mapping placed in user Y as user Y from user X, from a PL/SQL block in the sql developer?
