If you look at Help > About > Properties tab, then search for user.home, does that point to a folder on a networked device? And probably your Tools > Preferences > Database > Utilities > Export > Directory is also not on your local machine? Assuming that trying to display it also does not give you the same error!

I had same problem.
After re-installation without imports previous connections, it's work fine.
You may need to delete previous parameters C:\Users\xxx\AppData\Roaming\SQL Developer\system18.1.0.095.1630
Like Gary's response, this error look like a directory problem.
