I don't know if the issue is with the hint being before the SQL or if it is the space before the +, but these all use parallelism when I think you are intending it not to.
Yes - it is NOT a hint if there is a space before the plus sign as that is invalid syntax for a hint

You must enclose hints within a SQL comment. The hint comment must immediately follow the first keyword of a SQL statement block. You can use either style of comment: a slash-star (
