How to lock down specific fluid homepages?

We are currently upgrading to CS 9.2 and PT 8.55.21. In doing so, we are implementing the fluid homepage functionality. We have created system fluid homepages for students and another for employee self service. We would like to lock these pages down such that employees can't add tiles or move them around but still allow them to create their own "user defined" fluid homepages via the personalize homepage feature.

For example, an employee who works in admissions and records will have access to the employee self service fluid homepage and not make any edits to it, but they could create their own homepage (via Personalize Homepage) and then add tiles as allowed by their security setup. Is this possible? Is there a way to prohibit personalization of system-wide fluid homepages while still allowing for the creation of user defined fluid homepages?
