What "oracle internal switch over mechanism" are you referring to? Since this is SE, DataGuard is not supported, so there is no concept of 'switchover'. You've created your own DG (common with SE installations) and so have to create you own switchover accordingly. It would involve modifying everyone's tnsnames.ora.
BTW, did you notice the name of the forum space in which you posted this?
