The plugin should be EXCEL2COLLECTION by Anton Scheffer (ascheffer ).
Make sure you use the updated one for 5.x: https://apex.oracle.com/pls/apex/f?p=33308:LOGIN_DESKTOP::::::
That plugin will put the data from your Excel File into an APEX Collection.
To put it into a real table, you will need to create the process yourself. eg INSERT .... SELECT or MERGE
I've tried to use the plugin from Anton, but it import the .xls into a collection, on the example he provided it points to an IR, i need to put the data into my DB, i didn't get how it works.
About that second link, i need to use apex only, in this case i would need outside java files.
In general i would prefer not even use plugins, but if it's not possible to do just with a process i can use a plugin.
You need to read Data from the Collection and insert it into a real Table in your schema.
Can you reproduce it here apex.oracle.com?

You are obviously not familiar with the first URL. That plugin was written by Antom Anton (I don't know if the OP misspelled Anton). That plugin is only valid with 4.2 The OP is on 5.1. You will have to follow the Demo link (the URL I posted) to get to the version for 5.x version.
Your second link is also old/outdated. Because the OP didn't state the Edition he/she is using, you should add the warning "Won't work with XE".

The advantage of this one, over others, is that it can do Event based parsing over DOM parsing.
Event based parsing is required for large Excel files. Additionally, it can drastically improve performance.
Again - Because it is Java, this won't work on XE.
