    wrong date

      hi

       

      i have a very simple sql

       

           select to_timestamp ('1000-01-01 00:00:00', 'YYYY-MM-DD HH24:MI:SS') b from dual

       

      and a very big surprise

       

      b
      27.12.99 00:00:00,000000000

       

      db version : 12.1.0.2

      sql*developer: 18.1

       

      any ideas?

      p.s. the same sql with the same nls settings on the same database with sql*plus works fine.
