It is the same if you download 12.2.6 from edelivery or support.oracle.com from patches:

I normally download the 12.2 maintenance packs directly from edelivery as was done in this case. The 10 zip files from V776670-01 contains the same files as downloading 21900901 from Oracle Support.
So why do you think they need to change the file names
I am afraid I will mess up my upgrade process due to inconsistent versions?

I have download the 12.2.0 media pack with startCD-51 and was able to build a stage12.2.0.
But this was 3 months ago. Do I need to re-download again the latest base 12.2.0?

The base 12.2.0 built with startcd 51 will be fine for installing any 12.2 release, 12.2.5, 12.2.6 or 12.2.7. Only 12.2.7 is currently available on edelivery. There are no direct download links. If you need to download 12.2.7 from edelivery, search for Oracle Financials and select DLP: Oracle E-Business Suite 220.127.116.11.0.
Then select your platform:
The 12.2.6 zip files downloaded from edelivery are exactly the same as downloading the zip files for the 12.2.6 patch 21900901 from Oracle Support.
If you have a 3 month old 12.2.0 build stage aleady done. You are good to go for installing 12.2.6 or 12.2.7. Just download the latest AD/TXK Delta 10 patches plus any required ETCC patches, and you can complete your upgrade to 12.2.6 or 12.2.7 depending on your client requirements.

Supposing I have two EBS instances:
1. EBS 12.0.6 with Db 10.2.0.5
2. EBS 12.1.3 with Db 18.104.22.168
a.) Then I upgraded first their database to 12c (22.214.171.124) (completed)
b.) Next is I will do tech upgrade of both apps to 12.2.6. Question, will they be of the same process steps to do the upgrade?
