SQL Developer access denied for non installation account

I have SQL Developer installed on Windows 2016.

It works when I run it from the Start menu as the domain user that installed it - I do need to accept the UAC prompt.

This is because the installation has explicitly added that account to the SQL Developer and other Oracle home directories (the installation account is not the home owner).

However, for other domain accounts that are members of the local admins group, they don't have access to the D:\oracle\product\12.2.0\dbhome_1\sqldeveloper\sqldeveloper\bin\sqldeveloperW.exe file, even if they run the shortcut as an admin.

It will start for other admins if they run it from an admin CMD prompt.

Has anyone found a way to allow other users to run it from the start menu - ideally without needing to grant each account individual permissions on multiple files and directories?
