I would start by picking a table in Oracle, and using the AutoREST feature. That will give you a POST method you can call to do an INSERT and a GET to retrieve one or more records.

After reading more on your wonderful website of ORDS, I have two more questions :
1. ORDS is our middle tier JAVA application that allows users to access their Oracle Database resources via REST. The data we want to bring into Oracle is a SharePoint list (such as Contract number and a description), as you know these SharePoint list data are actually stored in a SQL Server database for the SharePoint application. It looks like ORDS is for Oracle database, how can we access an external SharePoint/SQL Sever DB from Oracle database and bring data into Oracle? Is this possible ?
2. I read the ORDS installation requirements, it seems it needs APEX installed as a pre-requisite, we don't have APEX here, can we still use ORDS ?

1. ords can't help you get data out of sharepoint or sql server, but you can write a pl/sql procedure to call out to HTTP via the OWA package and do a GET on a REST endpoint being serviced by sharepoint - if you have one to hit
2. APEX is not an installation requirement
