Unable to debug procedure

I'm using SqlDeveloper  Version 4.1.5.21

I'm not able to debug any package or procedure.

I compiled a procedure for debug, but I cannot put any breakpoint in the code (click on line makes nothing).

When I run the procedure, it open a message (Launching, determining target and starter) that just hangs...

Any thoughts?

Installed last (18.2) version, and it works. Kind of fixed, but...
