My welcome page never loads (the progress indicator seems to get stuck) so I don't have a check box to disable it . Where is the actual setting saved?
Are you running Java 8 or 9?
Problems with 9 on some machines have caused similar problems.
Version 18.3 will ship with a Java 8 Home.
