Well, this means you have an operating system which is newer than the ones supported.
Check at support.oracle.com which versions are supported, maybe there is a newer/patch version of the software you want to install on your system, then you can take this one.
Some software can be installed if you skip the prerequisites, I don't know if this also works for the Oracle Designer, but you may try it: setup.exe -ignoreSysPrereqs (case sensitive)
But keep in mind, running software on an unsupported OS may lead to crazy errors later on...
