They are roles - not responsibilities - so you need to log in as sysadmin, and go through "User Management". Or if you want to use a non-sysadmin user you can assign yourself the Security Admin role using:
p_user_name => 'YOURUSERNAME',
p_role_name => 'UMX|SECURITY_ADMIN');
You can query roles in User Management > Roles & Role Inheritance, and can assign roles to users through the Users tab. Query back the user, click Update, then Assign Roles.
What version of EBS 12.2.x are you using now?
Do all EBS 12.2.6 (and above) have default UMX roles?
Or did it came from a certain patch which created these roles?
And what patch created these roles?
I am using EBS 12.2.8, and I have different screenshot below:
I can search the role UMX|AP_ECC_ACCESS_ROLE
But I do not know how to assign it to user.
Can you please show the navigation again how to assign the role to a user?
That screenshot was from a 12.1.3 instance; however the principle is the same. We don't have those roles - so I'm not sure whether it's a patch that creates them, or they're just part of 12.2.
