It is designed to behave like this on mobile devices.
It's so that the usable space is maximized.
On mobile devices, a collapsed side navigation menu will not show at all.
On other devices it will have a 48px width.
Is there a solution? How does a mobile user navigate the app?
If you're talking about the side navigation menu, it can be displayed by clicking on the hamburger menu.
If you're talking about the navigation bar menu (positioned near the end of the application's header), the labels are indeed hidden on smaller devices.
The easiest is to add icons to them which will always be displayed.

Your application is using a custom(ised) theme. The Universal Theme as supplied implements the menu control button in the page template definition. Raise this with the UX designer or developer responsible for creating/maintaining the theme.
