it's not possible what you are looking for. Calling a URL will automatically reload the Page that is how URLs are working and there is no way arround it.
What you are thinking of, might be region display selector https://apex.oracle.com/pls/apex/f?p=42:1306:::NO:::

Well, you could have the list link use a URL, using something like
And have an on change dynamic action on the item to respond the the relevant value.

From my understanding of the OP issue, he want to access the content of another Page Via URL on click on the Left menu Side corresponding Label Entry and this without the Page being reloaded/refreshed.
On your page for example switching from menu 'Alert region' to 'Left region' without the page being reloaded.
