Start by signing up for a free account on http://apex.oracle.com
Make sure you create a "Developer's Account" so that you don't have to share your email address with the spam-bots.
For doing CRUD operations with APEX, I recommend (for new developers) to use a VIEW and INSTEAD OF trigger.
Then, you should be able to use the standard "Form with Report" wizard for page creation.
Eventually, I'll set up an example APEX application that uses CRUD methods to manage SCD Type 2 data.
I don't like that code myself. Also, I haven't tested it within APEX.
