If you cannot give them access to Eloqua Fundamentals training from Oracle Academy, then I would consider picking the most important pages from the documentation: https://docs.oracle.com/cloud/latest/marketingcs_gs/OMCAA/Help/GettStartedLP.htm and sending direct links to those people.
For example, for e-mail: https://docs.oracle.com/cloud/latest/marketingcs_gs/OMCAA/Help/GettingStartedTutorials/EmailTutorial/CreatingTheEmail.ht… with step-by-step walkthrough which is quite nice.
A very helpful Customer Success resource revealed a pretty cool place for newcomers to start:
You'd see that there's 7 learning paths for Eloqua and these are pretty high level. It also uses their SSO details and records their progress to just help move things along. If by any chance they'd want to go around and learn / gain a high level understanding of other things (depending on your product suite), they can adjust the filters up top. Once the user gets use to the UI and etc, then the documentation would likely come in handy - or they'd taken the relevant classes / talked to resources that can just show them where to go.
