Can you post a sample request which you are trying and the version of 12c server as in patch information ?
Rest documentation is being updated on a constant basis taking into account all the cases that are discovered. So,it would be good to know what exact details are you looking as in examples,operations etc.
Nice hearing from you again. I guess I should NOT be sending a sample request, since there are no samples on the documentation(link: https://docs.oracle.com/middleware/12213/oig/OIMSS/UpdateEntitlementPrivileges.html ).
So anything I am improvising as payload for revoking an entitlement would be 400. I concluded , currently I am chasing a ghost. Its there on documentation with no samples, however it does not really exist.
Btw. OIG version is 12c BP4
Successfull(200 OK) adding an entitlement with POST to /requests endpoint payload is as below. However, is there an equivalent payload to revoke an entitlement? I found a documentation regarding 11G R2 PS3, that it did not exist in there. But it exists on 12c REST API documentation. At least, as an intention

It seems PUT is not the right operation to be used for adding entitlement but as you found out it is POST . The best info available on this topic will be in the OIG REST Catalog under Tasks —> Request (https://docs.oracle.com/middleware/12213/oig/OIMSS/api-request.html).
As for revoke entitlement,I am looking for further details on it , will update you once I have them.
I am still following up the issue in background but still no concerete information available. However, I did find the document I mentioned earlier as it is not possible in 11G R2 PS3/4. Document 2220911.1 ( https://support.oracle.com/epmos/faces/DocumentDisplay?id=2220911.1)
There it states "11g R2PS3 do not include support for de-provisioning app instances, entitlements, or roles. The ability to de-provision will be in the release of the Admin REST Services part of future releases."
I do believe the situation on 12c would be paralel.
Yes, the admin related REST operations are not available with 12c either .
