This may be an option for very small tables. For larger tables (more than let's say 1000 rows) it is not useful because you will see only the first 10-20 rows, which is not what you are looking for usually. Moreover, querying these larger tables by default is not good for database performance, it will fill up shared memory with data that nobody needs.
Nonetheless it might be that you only have small tables and want to have this option. So I suggest: ask to have it as an option, so you can select it and (most) other users will have the default (i.e. the column list).
If you change then this first opened table from Columns to Data, all subsequently opened tables on this table tab will open in Data panel, until you close it.
If you already have a table open on the data tab, the next table you open will start there as well.
Doing a select * from on a table can be very expensive, so we don't start there. For parallel tables it can also open multiple processes on the server, so it's important that you close the data tabs when you're done with them.
