EBS 12.2.x adop patching error for ECC (command center)

How do you run and pls? Is it like  .sql?

I run the adsysapp.sql and not pls, then restart the failed workers.

But the workers donot restart and stubborn even I tried all options in the menu, to make it quit

     2.    Tell worker to restart a failed job

     3.    Tell worker to quit

     4.    Tell manager that a worker failed its job

     5.    Tell manager that a worker acknowledges quit

     6.    Restart a worker on the current machine

I remember, I was able to apply these ECC patches before in another test instance and It was successful.

I can not remember how, but maybe I applied it one-by-one and not in one time pass as in > patches=28517038,28045225,28050532,28045951,17361679,19766498,27073573,17514530,17373333

or does it matter?

How do I abort it so that I will try it one by one?

I compiled the invalid objects but only four (4) were cleared.

What to next? How do I restart the patching cycle?

I tried to restart it in adctrl, but is taking long time in this status:

It again hit error on patch  28045225

I have done the following:

adop phase=prepare

adop phase=apply patches=17373333     ok

adop phase=apply patches=17361679   ok

adop phase=apply patches=17514530   ok

adop phase=apply patches=19766498   ok

adop phase=apply patches=27073573   ok

adop phase=apply patches=28045225  error
