SQL Developer - Is it a truly free product

Excuse the newbie question, but as an IBM AS/400'er  having to switch to Oracle I initially need to just be able to Run and test SQL statements over an oracle Database using a Client (Similar to the IBM Client Access SQL Script stuff).

The implication when I first look for oracle is that the SQL Developer Toolset can do this (and More), and indicates that it is free.

What is not clear is whether or not this is a "Trial" free use. (The licence agreement when viewed indicates that the licence is a Trial Licence). neither is there any obvious information, if it is a trial, how long that trial lasts.

Can anybody answer this one for me please?

I wonder if the problem might be the resolution of the IP address (192.168.1.101) and not the port number? Is this in fact the correct address for this system?

I have a LinkSys wireless router so that I can share the cable modem between my PC and my wife's Mac. The router assigns the IP addresses to the computers and the one it assigned to my PC is 192.168.1.101. Any suggestions about what I need to change to get the Sun AppServer to work? Thanks.
