thanks for your question, but unfortunately the answer is "NO" - Tablet 721 was never available with Windows 8.1, it was always a Windows 10 device - so no downgrade image / kit will be available.
But what´s the businesscase for downgrading to Windows 8.1 ?

If you look in MOS, you will find "Oracle MICROS Tablet 721 with 7-inch display, 4 GB RAM, 64 GB flash, 2D scanner, NFC, high capacity battery, rear camera, Windows 10 IoT Enterprise downgraded to Windows Embedded 8.1 Industry Pro", so this is why I thought there would be a "Windows Embedded 8.1 Industry Pro" recovery image.
The reason I would like to use it is because on the 721/Win10 tablets on several systems (3700V550, Sim1.7MR1, Sim290MR3), we have faced persisting issues whereby the Servicehost/SarOPs/3700Ops would randomly freeze and become un-resposive, requiring a restart of the tablet.
Nothing in MOS, nothing in the logs to give a hint, and no specific set of conditions was determined as the cause.
Would you happen to have a solution for this?
did you create any SRs for such an issue? Without SR we cannot ask L2/DEV to have a deeper look into such issues.
I´m pretty sure, you are using the latest BIOS and Windows 10 image for the tablets?
Yes, this is the first thing I did. I upgraded them to the latest BIOS.
One thing that seems to help a little is to disable the Bluetooth NIC.
Will document and file an SR, and with a bit of luck, I'll hear back something useful while I'm still young.
