We had to make a custom modification to Oracle to support the multiple label copies. Oracle support indicated that they had several requests for this capability and "may" incorporate it into a future upgrade.
If it is custom XML RTF report then my suggestion to print label based on no of copies
your query return the 1 row for each label so in XML has 1 row so 1 label print
but if we modify the query to return n (no of copies ) rows so n rows display in XML so n label can print
