    Development Instances of Oracle DB

      Currently, we are using a single shared development database that all software developers log into, but if the Development DB is taken down for any reason, it blocks development. It seems to me, according to the OTN license agreement, that it is ok for each software developer on the team to have a local/private instance of our Oracle DB as part of their development environment. For developing new features and making bug fixes, it's ideal to have a copy of the DB running on the local development environment with minimal data (only the data necessary to implement the feature or debug an issue), but before I recommend that, I just want to make sure that I'm understanding this license correctly. Please advise.
