ORDS is designed to handle multiple database connection pools
In terms of 'keeping it simple', 1 Tomcat, 1 ORDS, 2 connection pools should be just fine.
What you need to think about are sizing those pool properly, and what happens if your mid tier goes down...do you have another on standby to switch over to? And what happens if your database goes down? Do you have RAC or Data Guard to failover to? And then, based on traffic, do you need a load balancer, and and and...this is not a simple question you pose.

I am very thankful, if you help me out in a scenario where I have one database server running multiple instances(Non pluggable database) , I want to run my apex applications running on these instances using tomcat. I have install and configure ORDS on tomcat and its running fine. how can I deploy my second instance app on tomcat.
