You may use runInstaller (or) inventory.xml to know the contents of the Central Inventory

In 12.1.3, I think it does maintain central inventory? as I can clone the apps many times duplicating is instance name, without deregistering OracleHomes?
Unlike in 12.2.4 it is very strict that you can not clone again same instance name, becaues it will not allow duplicates names.
So how can we check the the completeness of OracleHomes in 12.1.3, if it does not enforce the central inventory registration?
In 12.1.3 you have 3 Oracle Homes:
- DB Home (DB Tier)
All the 3 are patches using opatch and do the following for each home and check the inventory:
- export ORACLE_HOME=/u01/app/.../10.1.2
- export PATH=$ORACLE_HOME/OPatch:$PATH
- opatch lsinventory

So these are the homes that are affected for the April 2019 critical patch update (CPU)?
Frankly, it depends on the specific patches. If its only CPU is usually a collection of patches related to everything. For e.g. if you apply EBS Patch using ADOP, APPL_TOP is effected. If you apply patches for specific Oracle Homes then they are effected in specific. CPU Patches of EBS is not 1 single patch and its set of recommended/High Priority patches provided by Oracle.
For e.g. Consider CPU April 2019:

There are different sections for EBS like below:
Table 1: CPU Patches for Oracle E-Business Suite
- You apply these patches using ADOP/ADPATCH
Table 2: Security Patches for Technology Stack Components With a New Patch in This CPU
- Patches for EBS Database, EBS Oracle Homes (Common, WebLogic, 10.1.2, 10.1.3 etc.)
Table 3: Security Patches for Technology Stack Components With No New Patch in This CPU
- Patches for EBS Database, EBS Oracle Homes (Common, WebLogic, 10.1.2, 10.1.3 etc.) which doesn't have updates this CPU release. If you see document then you can find patches for Common, WLS homes in Jan 2019 but not Apr 2019.
