Whatever is not valid SQL in a worksheet should be turned into a comment otherwise will trip up the parser.
You can use the "toggle line comment" entry from the contextual menu or use a C-style comment (/* ... */)

I can shift+F4/desc employees and locations - with or without the ';' on the line after the ORA message. On version 19.1...

Shift-F4 is more robust than Ctrl-click, but in general it seems like a good idea to try and keep only valid statements in a worksheet (as uncommented content), otherwise auto-complete and Ctrl-click stop working in my experience.
