I'm not sure I understand the question.  In what sense does anyone have a right to work with any database?  What is it you really need to know?

Oracle versions 10 and 11 are both quite old (released in 2003 and 2007, respectively).  Most people with any Oracle experience worth mentioning will have it on newer versions.

It's counterproductive to order people when to answer.  People answering questions are all volunteers, and are less likely to answer questions they think are rude.

            Colleagues, thank you.

            I specify.

Customer has an Oracle Database 10 g database installed. Does an Oracle Database 11 g certificate specialist have the right to maintain an Oracle Database 10 g database?

            Thank you

            Коллеги, благодарю.

            Уточняю.

У Заказчика установлена БД Oracle Database 10 g . Имеет ли право специалист владеющий сертификатом Oracle Database 11 g обслуживать БД Oracle Database 10 g?

            Благодарю!

That's the opposite of what you originally asked.  Your first message was about a person with experience in a lower version and a database with a higher version.

Again, I'm not sure what you mean by "right".  I suspect that's not an accurate translation of what you really want.  Asking again with different words might be better.

I imagine anyone who needs work done on an Oracle 10 database would welcome applications from someone who has experience doing similar work in Oracle 11 (but not in 10).

I kind of agree with your comments, usually I would prefer someone that actually knows newer versions, unless the current DB uses some old feature that is not frequently used on newer versions...

I started working with Oracle with version 9i, thus ANSI join syntax was something normal for me (I learned SQL using 9i), but when I had to work on some older systems written using the old syntax it was usually confusing (at the beggining).

I imagine that, at that moment (year 2003) if my sole work was to maintain an app developed using the old JOIN syntax in the WHERE clause, a manager could prefer someone that has experience with 7/8/8i versions rather than 9i.

Let's hope the poster exaplins exactly what he wants to know, I have the same doubts as your regarding the usage of the "right" word.

My guess, Frank is that the OP's native language may not be English but I'm guessing that the word "right" is more in line with "skills".  OP's probably asking if someone who has experience in Oracle 11g database be able to handle an "older" database.  Just my 2 cents.
