The link is for the LDAP context does not show. The solution for their problem are host:port are not correct.
My case is different. The host:port are correct and it works on SQLDeveloper 18.

Contact support - I do not have an OID 11 to test against - going through official channels is more likely to get the resources. There is an OID issue with a patched for OID11 and fixed in OID12.2 sqldeveloper 19.1 could be hitting (to do with getting entries in pages which is required to get > 1000 results - which I now do by default). There is a verbose view->log and logging page tab which is an alternative (worse) way of code reporting issues found in sqldeveloper. SQLDeveloper LDAP code may have put an entry there.
As an awkward workaround: You can use the advanced url syntax to avoid the graphical lookup which it looks like it is causing the issue (note the syntax is different for thin 'pure java' rather than thick/oci8). https://docs.oracle.com/cd/B28359_01/java.111/b31224/urls.htm#CHDBICFA
You mentioned it is OID 11 issue. But my case is OUD 126.96.36.199.0.
The same OUD version, why the SQL Developer 18 is working fine but SQL Developer 19 doesn't work?
The base dn on our OUD is
Base DN: cn=OracleContext,dc=ttc
The Context drop down list only show one line "dc=ttc". But the version 18 shows two lines: 1. "cn=OracleContext,dc=ttc", 2."dc=ttc". On version 18, if choose the first line, then load db services success.
On version 19, it only show one line and I assume it will automatically add "cn=OracleContext", when lick "Load" button, it gets the error
Status : Failure -[LDAP: error code 50 - The request control with Object Identifier (OID) "1.2.840.1135188.8.131.529" cannot be used due to insufficient access rights]
So, I believe it is bug. Not OUD problem.
We moved to paging to allow more than 1000 entries to be returned, OUD has paging off by default.
In ldap.ora you can specify your context.
OID is the only supported LDAP server currently.
You can specify LDAP URL (in advanced) (it is the search that has only been tested against OID 12).
