There's no network.service in release 8.
I suggest you try the following:
# nmcli connection reload
I used to disable NetworkManager in the past because it enables network devices on it's own, or remembers past network authentications. That's perhaps OK for a user desktop, for example, to automatically switch between ethernet and wifi, but not what I would want on a server.
NetworkManager was also the default in the previous release 7. It's still using a device config file in /etc/sysconfig/network-scripts/ though. In previous releases there was a nm_controlled setting and you could disable NetworkManager for the device. I'm not sure what the current deal is.
