SQL Developer not starting, I have tried all of the recommendations that I can find

I am unable to start sqldeveloper, any version. I have used it heavily for a few years, however when I came in to work this morning it will not start. My environment is Win7 x64 Enterprise, with 64-bit Java 8 installed as the JDK.

When I start it up by clicking on the sqldeveloper.exe program, task manager shows sqldeveloper.exe *32 as running in the background (not 64-bit) but no UI presents itself. I searched and found recommendations to remove c:\Users\XXX\%APPDATA%\sqldeveloper directory, which I have done. Killing the sqldeveloper.exe from task manager and restarting displays the same behavior, no UI and *32 bit version running in the background. Also, no sqldeveloper directory is re-created in %APPDATA% to replace the previously deleted one. I am running the sql developer version sqldeveloper-19.2.0.206.2117-x64 that I downloaded from this morning to try to rectify the problem and it doesn't work, but I had also tried these same steps with my original version that I was using from 2017, sqldeveloper-4.dot.something ...

Alternatively, I tried using Babun (Cygwin dist) and changed to the downloaded directory, this is the listing:

      » cd ~/sqldeveloper-19.2.0.206.2117-x64/

      { sqldeveloper-19.2.0.206.2117-x64 }  » ll

JAVA_HOME directory points to a valid Java 8 JDK:

      { sqldeveloper-19.2.0.206.2117-x64 }  » java -version

      java version "1.8.0_181"

Java(TM) SE Runtime Environment (build 1.8.0_181-b13)

Java HotSpot(TM) 64-Bit Server VM (build 25.181-b13, mixed mode)

When executing ./sqldeveloper.sh bash script, it starts up with a prompt, then exits with the following messages:

      { sqldeveloper-19.2.0.206.2117-x64 }  » ./sqldeveloper.sh

During the time that this is running (about 30 seconds or so) no process shows in the windows task manager.

At this point, I am at wits end, and can't figure out how to get this running. I am stopped dead in my tracks, with work queuing up
