1 person found this helpfulPerhaps your issue is similar to Oracle SQL Developer 19.2 hangs upon connecting to 11g-ex , with posters there complaining about both 11g XE and 18c XE. The recommendation: "My issue was solved by disabling "Enable Completion Auto-Popup in SQL Worksheet" under Tools => Preferences => Code Editor => Completion Insight"Good luck!

You can switch insight mode to 18.4 behavior by setting
The other modes:
SERIAL (19.1 default) -- the union query is split into components which are executed in series. If the timeout is reached, then the current query is aborted, and the results of the previous ones (if any) is displayed.
PARALLEL - similar to SERIAL the union query is cut into components which are executed in parallel in up to 5 parallel db connections
CACHE_UNION (19.2 default) -- the objects part of the query is cached. The procedure arguments and table columns are still executed via separate queries.
CACHE_PARALLEL -- same as CACHE_UNION, except that the non object queries are executed in parallel on separate connection threads.
