Please check starting and stopping the database:

I'm running Windows 10 Enterprise. I have tried stopping and starting the database but still the same issue. I agree it looks like the database isn't running but that seems to be my problem that I can't start the database.
Contents of the installed folder. I am missing oradata/XE folder. Any idea why that is not installing?

0a5c9b5e-4637-42b8-a683-ff30c6630d2b Oct 9, 2019 10:43 PM (in response to dmneylon)I was receiving the same ORA-12560: TNS:protocol adapter error upon trying to enter my username and password the past couple weeks. A number of others in my class had the issue. I was able to resolve this by trying another installation, but this time right clicking on the "setup" application found within the OracleXE184_Win64 folder and selecting "Run as administrator". After conducting the installation, I was able to connect and have not seen the error since. I have heard that choosing "Run as adminstrator" is the key due to some recent Windows security patch. Hope this helps you and any others who are having difficulty with this. I was super frustrated too.

Dude! Oct 20, 2019 11:51 PM (in response to dmneylon)The error means the database isn't started, hence not registered with the Listener. You probably have the Oracle Instant Manager in the Start menu which you can use to start/autostart the Oracle XE service.
