I don't think you can do exactly that but you have the following functionality:
OPERA 5: Set the FOLIO PRINTING (1-8) Parameter: If set to N the Print Folio check box on the payment form will be unchecked by default and user can ask if customer wants to print. If set to Y it will be checked by default and user can as if customer prefers not to print. If set to Always it prints and there's no option to deselect. The folio (bill_no) will be generated in either case, is just the print out that may be omitted. NOTE: when window balance is zero there will be no option to check or uncheck it will print if parameter is Y otherwise it will close without printing (but can be reprinted afterwards if needed)
OPERA Cloud: the concept of OPERA Cloud is to Preview to Print, so nothing is printed directly, which will leave room to the receptionist to ask the customer if a print out is needed.
Unless I misunderstood the question, even though is not exactly the same, it should be pretty close.

Opera is on premise and V5.4. Above scenario is already explained to the hotel and their requirement was customised popup message, while guest checkout. Ex: Popup message by confirming whether you want to print folio or not
