Can you check whether the below SQL query satisfies your requirement?

  FROM rcv_transactions rt

WHERE rt.source_document_code = 'PO'

   AND rt.interface_source_code = 'RCV'

   AND rt.transaction_type = 'RECEIVE'

   AND NOT EXISTS (

          SELECT 1

            FROM rcv_transactions rx

           WHERE rx.source_document_code = 'PO'

             AND rx.interface_source_code = 'RCV'

             AND rx.transaction_type IN ('ACCEPT', 'DELIVER')

             AND rt.po_header_id = rx.po_header_id

             AND rt.po_line_id = rx.po_line_id);
