Perform below steps to fix the issue:
1. Delete the entries in the table epub_wf_server_id and epub_workflow_info
2. Restart BCC
3. Allow few minutes for BCC to initialize the workflows before creating new project after restart
You can also try below steps:
1. Goto dyn/damin
2. Navigate to /atg/epub/workflow/process/WorkflowProcessManager
3. Execute "updateAllProcesses" method.
