Will it be possible to file an SR and upload the agent logs.
This would help support to validate the agent logs and check which specific target & associated metric is causing this issue.
Based on the the next actions can be suggested.
ORA-01000 is for maximum cursor reached in database getting monitoried via this agent , immediate solution would be to shutdown the agent once and ask the DBA for the database and from Oracle Support SR response will mostly be to upgrade OEM agent .
Also do check if there is any patch collection metric running during this issue .
