Oracle support updated the issue has been fixed in latest update of 19D as well as the new 20A. Yet to try though.

1) There is a new configuration parameter added to these releases called "use_local_jet_files". It can be switched on or off using the admin command line tool

We just upgraded to 20A and have enabled "use_local_jet_files". Unfortunately we are still getting the blank screen after logging in. Not sure if there are other properties or settings you did? thanks, again.
Refused to apply style from 'http://<host:port>/<deployname>/opa-hub/hub/oraclejet/css/lib/oj/v7.2.0/alta/oj-alta-min.css' because its MIME ('') is not a supported stylesheet MIME type, and strict MIME checking is enabled.
No, there were no other settings that I needed to change or otherwise use.
That message you received in respect of the CSS file MIME type is commonly associated in my personal experience with a missing file. The error is somewhat confusing. I can reproduce the behavior by myself, deleting the file in the WLS directory and refreshing the browser.

Thanks, Richard. We didn't manage to get the 404. But yea, it turned out the alta folder in the ear file contained 0 byte files. We have logged a case with Oracle Support. Got to manually copy in the files and redeploy to get it to work.
